Spotty Internet is a newly recognized species that seems to be found in mostly rural areas. It is very rarely captured on film because it coincides nearly directly with patterns of poor electronic communication. Very little is known about how this creature comes into existence, or how to capture it. Data gathered on the subject is notoriously unreliable and often contradictory. Breeding programs appear to fail whenever proper funding is achieved.
